The California FAIR Plan is a collaborative insurance pool established in 1968 to provide basic fire insurance to homeowners, renters, and businesses that cannot obtain coverage through conventional carriers. It is administered by the California FAIR Plan Association under the supervision of the California Department of Insurance, and it is available to all California residents regardless of income or location.
The FAIR Plan is not a substitute for traditional homeowners insurance – it is a named peril policy that covers fire, smoke, explosion, vandalism, and extended coverage perils only. It does not cover theft, water damage, or liability.
